The "A First Foothold" quest in ARC Raiders is basically a big hiking trip across the Blue Gate map. Apollo wants you to secure some infrastructure to make the area safer for everyone. You have to visit four different spots and fix some stuff, like rotating dishes or nailing down roofs.
It can be a bit tiring since the locations are all over the place, but at least you get some cool grenades for your trouble. Here is the step-by-step guide to get it done fast.

Here is the quick breakdown of the mission:
Quest Name: A First Foothold
Quest Giver: Apollo
Objectives:
Stabilize the observation deck near the Ridgeline
Enable the comms terminal near the Olive Grove
Rotate the satellite dishes on the church roof, north of the Data Vault
Nail down the roof plates on the Raider structure near Trapper’s Glade
Map: Blue Gate
Granted Items: 2x Noisemaker
Rewards: 3x Shrapnel Grenade, 3x Snap Blast Grenade, 3x Heavy Fuze Grenade
You can actually do these in any order, and you don't have to finish them all in one single run. But if you want to be efficient, here is where you need to look.
Head to the Ridgeline area, which is on the far east side of the Blue Gate map. You are looking for a metal observation deck or platform.
It is usually sitting near the edge of the cliff or the outer rim. Just run up the little ramp and interact with the side of the deck to stabilize it. It’s pretty quiet out here, so you might be safe from enemies.

Next, go to the south part of the map near the Olive Grove. You need to find a Comms Terminal.
It’s basically a yellow computer sitting on a small metal platform exposed to the elements. Walk up to it and enable it. This area is a bit more open, so watch your back for patrols while you are typing away.

For this one, go all the way to the north, just above the Data Vault area. You will see an old ruined church up on the hill.
You have to climb up the scaffolding or boxes on the side of the church to get to the roof. Once you are up there, look for the radar/satellite dish and interact with it to rotate it. The view is nice, but don't stay too long.

Finally, head to the west side to Trapper’s Glade. This part can be tricky because people get lost looking for the right building.
You are looking for a small stone shack or ruined building in the forest, usually right under where the "S" in "Trapper's" is on the map. Climb onto the roof of this small structure. You will see some loose plates between some traffic cones—just nail them down, and you are good.

After you finish the last objective, you don't technically need to extract to complete the quest, but you should try to survive anyway to keep your loot. Head to an extraction point and get out.
When you get back to Speranza, you will get a nice stockpile of explosives:
