You don't really need any specific items for this quest, which is nice. However, since you are going to the Red Tower, you should probably bring some good weapons for PvP. A lot of people go there, so be ready to fight.

Load into the Buried City map. You need to head to the Old Town district in the southern part of the map. Look for the Red Tower. It is a tall building located to the east of the Rose Plaza (Plats Roza). You can't really miss it because, well, it's red and huge.

Once you get to the Red Tower, don't go inside just yet. Go to the courtyard outside the building. You are looking for a yellow box that is glowing a little bit. It is usually located on the northeast side of the courtyard, right next to a big metal structure. Interact with the box to pick up the battery cell.

Now that you have the battery, look for the Generator in the same courtyard. Put the battery inside it. After you install it, there is a lever you need to pull to enable the power. Make sure the generator starts making noise so you know it's working.

Now you need to get to the roof. Run to the external platforms and climb the stairs all the way up. On the roof, look for the Antenna Terminal. Interact with it to boot the system. As soon as you do that, the quest is done! You don't even have to extract to keep the rewards.
