The "Switching the Supply" quest in ARC Raiders is a mission given by Celeste that is all about fixing the water situation. Basically, you have to go to the Spaceport, find some creepy underground tunnels, and turn a valve to get the water flowing again. First things first, go accept the mission from Celeste. Since you don't actually need to extract to finish this quest, you should definitely run a free loadout or bring stuff you dont mind losing. The Spaceport is kinda dangerous, and if you die after turning the valve, it still counts. So why risk your good loot?

Load into the Spaceport map. You need to head to the center of the map where the big Launch Towers are. It's pretty easy to spot them since they are huge vertical structures right in the middle of everything. Just be careful because other players and ARC machines usually hang out around there.
Once you are at the Launch Towers, look at the ground around the base. You are looking for a big hole in the concrete or some collapsed cement that leads underground. There is a main break in the ground directly under the towers that is the easiest way in. Just jump down or slide down the ramp into the darkness.

Now that you are in the tunnels, you need to find the specific valve. Follow the main corridor. It's a bit dark, so watch out for sneaky enemies. Keep moving until you see a section with a yellow pipe running along the wall. Attached to that pipe is a valve wheel. Depending on which way you came in, it might be on your left or right, but it's hard to miss if you are looking for the yellow pipe. Interact with it to turn the valve.

As soon as you turn the valve, the quest is done! You don't even need to leave. If you want to loot around, go for it, but if you get taken out by a Raider, you still get to keep your quest rewards. When you get back to the lobby, you will have your new stuff waiting for you.
